(一)中国政府已从亚洲开发银行获得一笔贷款,用于支付亚行贷款2940—PRC黄石水污染综合治理项目的费用,并计划将其中的一部分贷款用于支付WW-E03,排水疏通应急设备供货及安装合同项下的合格支出。

(二)中仪国际招标有限公司(以下简称:“招标代理”)受黄石市城市建设投资开发有限责任公司(以下简称:“采购方”)委托,现邀请合格的且有资格的投标人递交密封的黄石水污染综合治理项目排水疏通应急设备供货与安装及伴随服务项目投标文件,本合同的执行期为半年。

(三)本次招标为国际竞争性招标,将依据亚行的一阶段:一信封程序进行,凡符合亚洲开发银行采购指南规定的合格投标人均可投标。

(四)有兴趣的合格投标人可联系中仪国际招标有限公司并在其工作时间(北京时间9:00~16:00)查阅、获取招标文件并进一步了解有关信息。

(五)投标人的资格要求包括:

a. 所有未决诉讼、索赔或仲裁的涉案总额不应超过投标人资产净值的50%。任何一起针对投标人的诉讼或仲裁均应给予评估。

b. 提交过去3年(2014-2016)经审计的财务报表(若投标人所在国法律不要求,可提供采购方接受的其他财务报表),以反映投标人现在财务状况的稳定性及其长期的盈利性。最低要求,投标人上一年底(2016)的净资产(按总资产与总负债之差计算)应为正值。

c. 具备或有能力取得包括速动资产、或可变现资产或授信额度在内的财务资源不低于200万美元;

d. 近三年年均营业额不低于700万美元。(附2014、2015和2016年度的财务审计报告,包括资产负债表和损益表)

e. 投标人作为货物的主要供应商在投标截止前三年,需成功完成至少5个类似的车辆供货合同,其中,至少3个单个合同价值不低于2,800,000.00美元(或其他等值货币)。(附合同、中标证明、验收证明或用户证明复印件,原件备查)

f. 第六章第一部分品目13(路面易渍点预警系统)所供系统应具备:投标截止前三年内,有5个以上的销售业绩。提供:合同或者中标通知书复印件(原件备查);

g. 招标文件第六章第一部分品目6(抓斗式清捞车(硬连接))、品目8联合疏通车类型一所列产品应分别具备:投标截止前三年内分别具备20辆(类似规格型号)以上的销售业绩且成功运行两年以上。提供:合同或者中标通知书复印件(原件备查);

(六)有兴趣的合格投标人可向采购代理提出申请,在中仪国际招标有限公司购买招标文件,并支付人民币1000元或165美元的不可退还费用,如需邮寄,另加100元国内邮寄费用或17美元的国际邮寄费用。对于在邮寄过程中出现的任何文件丢失、破损和延误,招标公司不承担任何责任。付款方式为现金或电汇。

1. The Government of the People’s Republic of China has received the loan from the Asian Development Bank, toward the cost of Loan 2940-PRC: Hubei Huangshi Urban Pollution Control and Environmental Management Project and it intends to apply part of the proceeds of this loan to payments under the Contract [No. WW-E03] for Purchase of Goods Supply & Installation of Sewers Maintenance Equipment and Vehicle.

2. Instrimpex International Tendering Co., Ltd. (hereinafter called “Procurement Agent” authorized by and on behalf of Huangshi Urban Construction Investment and Development Company (hereinafter called “Purchaser”) invites sealed bids from all eligible and qualified bidders for under mentioned goods and related services of: Goods Supply & Installation of Sewers Maintenance Equipment, Vehicles and monitoring devices. The contract period is 6 months. Details as per BD.

3. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

4. Interested eligible bidders may obtain further information from Instrimpex International Tendering Co., Ltd. working time (9:00-16:00) (Beijing Time) and inspect the Bidding Documents at the address given below.

5. Qualifications requirements include:

a. All pending claims, arbitration, or other litigation shall represent in total not more than 50% of the Bidder’s net worth. Any pending litigation or arbitration formally commenced against the Bidder shall be considered.

b. Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years (2014-2016) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year (2016) calculated as the difference between total assets and total liabilities should be positive.

c. Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is USD2,000,000.00.

d. Minimum average annual turnover of USD7,000,000.00 calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years. Attached with audited annual financial statements (balance sheet, income statement) of year 2014, 2015 & 2016.

e. The bidder as main supplier, within the last three years (prior to the bid submission deadline), shall have successfully completed least 5 similar vehicle supply contracts, 3 out of which each valued at USD2,800,000.00 (or equivalent in other currency). Attached with copies of the Contracts, Notice of Award, and Letter of Acceptance or End User’s Certificate (original for future reference);

f. For equipment mentioned in item 13 (Pavement waterlogged area pre-warning system), Part I Section VI the BD. The system offered have a minimum of 5 contracts within recent 3 years (prior to the bid submission deadline). Attached with copies of Notice of Award or Contract (original for future reference);

g. For equipment mentioned in item 6 [Grab-type clean-up vehicle (hard connection)] & item 8 (Combined dredging vehicle) type I Part I Section VI the BD, each item of Goods offered have been sold a minimum of 20 sets of similar type and specification over the last three years (prior to the bid submission deadline) . Attached with copies of Notice of Award or Contract (original for future reference);

6. To purchase the Bidding Documents in English, eligible bidders should write to the Procurement Agent’s address below requesting the Bidding Documents and pay a nonrefundable fee of CNY 1000 or USD165.00. The Bidding Documents may be sent by courier services upon payment of an additional fee of CNY100 for domestic delivery and USD17 for international delivery. No liability will be accepted for loss or late delivery. The method of payment will be cash or T/T.

7. Bids must be delivered to the address below at or before 10:00 AM (Beijing Time) on April 24th, 2018. Late bids will be rejected. All bids must be accompanied by a bid security of CNY450,000.00 or USD68,000.

8. In the comparison of Bids, ADB's Domestic Preference Scheme will not be applied.
